Technical Direction and Management of Research and Development (R&D) Projects:
  • As project manager, I planned, developed, and managed complex energy R&D programs and projects related to electricity generation from renewable energy and conventional fossil fuels generation. Those grant projects ranged from award amounts of $250,000 to $3.5 million. The $13 million Sacramento Municipal Utility District's (SMUD) program was my first introduction to renewable energies and in particular solar technologies. I was assigned to manage the program at the beginning of its second year, but the term extended to six years. The program comprised of a portfolio of projects of different types of renewable technologies and at a different stages of development and demonstration. Although there were few wind and biomass projects, but with the main focus was on solar photovoltaic (PV). Managing such a complex program to a successful Completion was challenging, but very rewarding in knowledge and experience.
  • I provided contract administration; reviewed and approved project deliverables in compliance with funding requirements; established and maintained project priorities and achieved program goals and targets.
  • I managed to successfully schedule and conduct regular progress meetings at predetermined critical milestones for all these projects, including leading and coordinating of Technical Advisory Committee (TAC) and Critical Project Review (CPR) meetings to evaluate and determine the direction and progress of the individual projects. During the term of this program there were few projects that were terminated or replaced by new projects to refocus on accomplishing the goals and objectives of program. To accomplish that there were many administrative challenges that I resolved with close coordination with our Contract, Accounting and Budget offices to get the required approvals from management. That included presenting different action items for approval at the Commission Business meetings, which entailed preparing memos to justify all amendments; time extension; reauthorization of funding when expired, and termination of few projects.
  • Contributed to the development of investment plans to guide our public interest energy research programs.
  • Lead the efforts of identifying different renewable technologies targeted areas of research, developed roadmaps and solicitations in different types of renewable energy and Combined Heat and Power (CHP) technologies totaling close to $100 million in public funding.
  • As a team lead representing my office, I participated in planning to provide federal cost share for projects that have significant potential to advance the objectives of California and maximize the amount of federal dollars brought to California, by streamlining the application process for awarding cost share funds. The American Recovery and Reinvestment Act (ARRA) of 2009 is a typical example for successful projects supported by the Energy Commission by providing the required match funding.
  • Conducted pre-solicitation workshops to gather stakeholders input and prepared funding recommendations to management, prepared complete solicitation manuals; secured approval and funding appropriation and published notice of proposals; and finally lead proposals reviews, scoring, and the selection of winners.

Evaluation of Technologies:

  • Assessed and evaluated new, conventional electric generation and emerging technologies including technical performance, economics, and environmental impacts
  • Participated in the efforts identifying, analyzing, implementing and demonstrating (both in lab and field) solutions to address issues related to solar and the integration of high penetration of PV at the electric grid distribution level using smart inverters. The process will identify how California Rule 21 functions can be used and configured so that multiple smart inverters can work in harmony with other distributed energy resources (DER) like electric vehicles charging stations and emerging enabling technologies including demand response and storage.
  • Reviewed engineering designs; procedures, complex technical reports, project plans, and economic analyses.

Communication and Coordination:

  • Prepared reports, presentations, and conduct public workshops.
  • Prepared white papers; shared current solar research efforts with stakeholders and gathered stakeholders’ inputs and informed policies.
  • Communicated and coordinated activities with internal and external stakeholders, funding agencies, electric utilities, developers, research organizations, technical experts.
  • Provided technical advice to office managers, division administrators, and commissioners on a wide variety of electric generation system planning subject-matter areas.

Responsibilities and Accomplishments:

  • Remodeled and redesigned an emergency water supply mobile reverse osmosis (RO) desalination plant, which was out of service for couple of years, to increase the capacity from 80,000 to 100,000 gallons/day. The plant comprised of four RO pressure vessels in a single stage arrangement and was mounted on a truck container.
  • Rebuilt the high pressure pump, added a new 5th RO pressure vessel stage driven by an energy recovery system and redesigned the feed pretreatment system to accommodate for the increased amount of seawater feed and the new plant capacity.
  • Repowered the plant with new more efficient types of RO membranes to improve performance and increase the reliability of the system.
  • Prepared new operation manual and set of drawings and trained the client staff.

The plant is comprised of 882MW steam turbines in condensing mode, and 732MW in extraction mode; three GE Frame 9E gas turbines of 255 MW; three heat recovery steam generation (HRSG) boilers and 3 auxiliary boilers. The 76.2 million gallons per day (GPD) desalination plant, is comprised of four distillers using multi-Stage flashing process with its auxiliary systems. Coordinated with the engineering consultant and different dozens of subcontractors to make sure that all plant systems testing are performed according to the relevant standards and procedures specified in the tender documents.
  • Evaluated and analyzed plant operation data to identify, problems and areas where design improvements needed to enhance process availability and suggested appropriate solutions.
  • Conducted commissioning and demonstration of the different plant operation scenarios and parameters; analyzed plant data; provided guidelines for improved operation; performed reliability; availability and acceptance tests of the plant from initial operation trials to full operation.
